TEHRAN--(AP) - In one of his strongest attacks against hard-liners, President Mohammad Khatami on Monday warned of an all-out social explosion in Iran if "dirty hands" in the establishment continued to disappoint the Iranian people, the official Islamic Republic News Agency reported.

"We should be worried that, God forbid, one day our people will feel the authorities are not meeting their real demands and that dirty hands have succeeded in disappointing them and thusalienating them. Under such circumstances, no military, security or judicial power will be able to save the country," Khatami warned.

Khatami's comments reflect an ongoing power struggle between his reformist camp and hard-liners who have used the judiciary and the military to curb his plans to ease social and political restrictions.

Addressing a conference on public security and national unity at the Interior Ministry, Khatami thanked the Iranian nation for "tolerating pressures and organized attempts to disappoint" them.

Khatami said the people were the owners of the establishment and "misuse of power" was threatening Iran.

"The biggest danger threatening our society is misuse of power. If the establishment recognizes differences of opinion and establishes the rule of law and values the judgment of the public opinion, then a durable security will be achieved in the society," he said.

After losing control of the Majlis, or parliament, last February, the hard-liners have been trying to reassert their power, closing down reformist publications and jailing prominent reformists and journalists in a bid to silence them. The hard-liners control key, unelected institutions, including the judiciary, broadcast networks, the military and police.
