FRANKFURT, MAY 7 (AP) - Jose Cortez's 49-yard field goal with one second left in the game Saturday lifted the Amsterdam Admirals to a 20-17 NFL Europe win against the Frankfurt Galaxy.

Cortez, a San Diego Charger and former Oregon State player, also booted a 45-yarder during the game against the Galaxy, who had cut him in training camp.

Cortez's winning field goal, dead center and clearing the crossbar by yards, came after a controversial decision to place a second back on the expired clock after the Admiral's final field

play.

It was ruled that the Admirals (2-2) had managed to call time out before the clock wound down following Ron Powlus' quarterback sneak.

Frankfurt, now 1-3, led 14-0 after the first quarter as Pat Barnes connected up with Todd Floyd for a 10-yard scoring pass and another of 6 yards to Mario Bailey.

Powlus also threw for two touchdowns, one to Jason Shelley for 5 yards and the second to L.C. Stevens to put Amsterdam ahead 17-14 with less than five minutes to play.

The Galaxy's Ralf Kleinmann then knotted the game at 17-17 with a 27-yard field goal with 1:56 remaining.
