RIO DE JANEIRO, Brazil (AP) — Brazil's government announced a series of economic measures Friday to boost the country's exports, reduce exporting costs and strengthen the country's image abroad.


Authorities hope the so-called 2001 Export Program will increase Brazilian exports by 20 percent to $51.3 billion, said Development Minister Alcides Tapias.


The 11-step plan, which includes a port-improving program, a new consignment system to distribute Brazilian products in strategic markets, and the creation of ``industrial'' airports specific for foreign trade, is expected to go into effect in about a month.


Tapias said the government also plans to create a new tax of about 9 percent for the sale of raw materials in an attempt to encourage companies to produce more value-added products.


Exporters reacted with modest praise to the package.


``This is more an agenda of intentions than anything else,'' said Antonio Correa de Lacerda, from a Brazilian economic globalization society known as Sobeet. ``But the government is on the right track because it's recognizing the needs of exporters, and that is very positive.''


Exports said the most audacious measure is a tax exemption for promotional activities of Brazilian products abroad. That includes expenses at international fairs typically taxed in 15 percent.


Other measures include expanding credit to the foreign trade arm of Brazil's National Development Bank, BNDES, to 25 percent from 23 percent of the bank's total budget, Tapias said.
